The Looming Launch Capacity Crunch: European Impact

Houston, we have a problem. Too many satellites, not enough capacity in the coming years. Recent research and industry forecasts vary widely, but they consistently point to a massive surge in satellite launches over the next ~5 years (to ~2030)—driven mainly by large Low Earth Orbit (LEO) constellations. This unprecedented volume of hardware creates a critical bottleneck: the global demand for launch slots is rapidly outstripping available supply. 

The good news: SEOPS has anticipated this crunch and secured launch capacity in advance. We are now booking rides on our Waymaker program to LEO/SSO and our Darkstar program to GTO. Our Launchlock program allows customers to lock in a launch window up to 3 years in advance. The need could not be more urgent: smallsat operators should lock down a launch ASAP or risk getting bumped far down the road. 

With estimates ranging from 20,000 to 70,000 satellites needing to be launched in the coming years, far exceeding all previous decades combined, there will be extreme pressure on current launch infrastructure. Even conservative models imply an order-of-magnitude increase over today’s ~12,000 active satellites. Addressing this launch capacity deficit is now a strategic priority to prevent multi-year deployment delays for both commercial and sovereign missions.

What does this mean for Europe?

The European small satellite market in particular is entering a phase of accelerated expansion, with projections indicating significant growth in both market value and technological complexity through the end of the decade. This momentum is underpinned by a combination of sovereign security needs, climate monitoring goals, and a thriving commercial ecosystem.

Key Drivers of European Expansion

The growth of the market is being propelled by several high-impact factors:

  • Sovereign Constellations: The European Union’s push for “space sovereignty” is a primary driver. Programs like IRIS², with an estimated 290 satellites, are providing guaranteed volumes and industrial transformation for European prime contractors.
  • Defense and Dual-Use: Geopolitical realignments have led to a surge in defense procurement, with government and military demand for satellite buses rising at a 17.51% CAGR through 2031.
  • Commercial Communication: The communication segment remains dominant, holding roughly 95% of the application market share in 2024. This is driven by the need for uninterrupted connectivity in the aviation, maritime, and IoT sectors.
  • Environmental Monitoring: Expanding initiatives like Copernicus are driving demand for high-precision SmallSats to monitor climate change and the Earth’s atmosphere.

The good news here is there are new launch vehicles coming online out of Europe as well, and SEOPS is already working with many of them. While they can take on some of the demand, it still may not be enough. 

Understanding Regional Leaders and Infrastructure

Within Europe, specific nations are emerging as manufacturing and innovation hubs:

  • United Kingdom: Currently a regional leader, the UK commanded nearly 40% of the European satellite bus market share in 2025.
  • France: Expected to see the quickest expansion in satellite manufacturing components, with a projected 8.23% CAGR through 2031.
  • Germany: A major manufacturer of small satellites, with significant national funding allocated for EO, telecommunications, and space security.
  • New Launch Hubs: To capture regional demand and mitigate launch bottlenecks, new spaceports are being developed in locations such as Scotland, aiming to provide domestic access to orbit.

This regional growth reflects a structural shift toward standardized, mass-manufactured satellite platforms and more resilient, sovereign-backed space architectures. This is great news–but will mean even more demand for launches.
