Export Classification
SEOPS provides all aspects of mission management, including documentation handling, interface coordination, and spacecraft integration to flight hardware. (Mission management and integration services are defined based on the specific mission configuration and spacecraft requirements. Final scope and pricing will be provided in the formal quote following technical review.)
Customer or a third-party integrator performs spacecraft-level mission management and integration. *Third -party integrator must meet program requirements as determined by SEOPS.

By submitting this reservation request, I acknowledge and agree to the following:
Reservation & Mission Structure
- Capacity is not reserved until execution of a Launch Services Agreement (LSA) with SEOPS.
- Waymaker-1 is a rideshare mission on a Space Exploration Technologies Corp (SpaceX) Falcon 9 launch vehicle. Payloads are manifested within a shared mission architecture and are subject to launch vehicle readiness, primary mission constraints, and defined orbital insertion parameters.
- SEOPS retains authority over stack-level configuration, manifest positioning, and mission integrity.
Export Control & Regulatory Compliance
- Customer is responsible for ensuring its payload, technical data, and related activities comply with all applicable U.S. export control laws and regulations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
- Customer represents that it is not a restricted or sanctioned party under applicable U.S. law., nor is Customer from a restricted or sanctioned Country. SEOPS reserves the right to verify this representation at any time and may terminate the LSA immediately if Customer is found to be in violation of this provision.
- Customer understands technical information exchanged may be limited or conditioned to ensure compliance with export control regulations.
- Customer understands information necessary to apply for export licenses in connection with the mission may need to be provided to SEOPS.
FAA Cross-Waiver & Flow-Down Requirements
- Customer understands that participation in a U.S.-licensed launch requires execution of a Reciprocal Waiver of Claims required by the Federal Aviation Administration (FAA) and related risk allocation provisions as part of the LSA
- Customer acknowledges that the LSA will include certain launch vehicle provider flow-down requirements and regulatory provisions.
Technical Compatibility
- Payload compatibility will be assessed against the Waymaker User Guide (UG), which incorporates certain Falcon 9 flow-down requirements.
- Non-standard configurations may require additional engineering review and pricing confirmation prior to contract execution.
These acknowledgments will form part of the basis of any future Launch Services Agreement.
